Why do I need an Agent Rate when I already have a Loader Rate?

The loader rate is not known until after the period is run:

1. The Loader Rate is dependent on truck payload and cycle time.

2. The truck and cycle time are dependent on the destination. 

3. In Optimise Products mode, trucks and destinations are not assigned until the end of the period. 

Therefore, in order to run one period, a target is required. 

1. The Agent will mine a certain amount of tonnes in a period. 

2. The Loader has a fixed amount of hours.

3. Agent Rate = Agent target / Loader hours. 

When using Loaders as Agents, the user may enter an Agent Rate in each period, and ATS will automatically scale that to an appropriate target for the period duration.
